RTOs are responsible for multiple tasks after becoming registered, which include annual statements, AVETMISS compliance, and marketing compliance. Among these tasks, validation of assessments is particularly challenging. While validation has been covered in many discussions, let's return to the basics. ASQA describes validation of assessments as quality assurance of the evaluation process.

Fundamentally, assessment review is designed to identify which parts of an RTO’s assessment procedures are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the Standards for RTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The standards mandate two forms of validation. The first type of assessment review checks conformity with the training package assessment requirements within your RTO's scope. The other type verifies that assessments follow the principles of assessment and rules of evidence. This suggests that we perform validation both before and after the assessment. - Post-Assessment Validation: Concerns the conduct, confirming that RTO assessments follow the Principles of Assessment and Rules of Evidence.

Optimal Timing for Assessment Tool Validation

The aim of validating assessment tools is to ensure that all components, performance criteria, and evidence of performance and knowledge are addressed by your evaluation tools. Therefore, whenever you acquire new educational resources, you must carry out assessment tool validation prior to student use. There's no need to wait for your next scheduled validation. Review new resources immediately to ensure they are suitable for student use.

Nevertheless, this isn't the only time to do this type of validation. Do validation of assessment tools also when you:

- Update your resources
- Integrate new training products on scope
- Audit your course with training product updates
- Recognise your learning resources as a risk during your risk assessment

- Student Workbook: Ensure it is suitable as an assessment resource during validation. Check if guidelines are clear and answer fields are sufficient. This is a common issue.
- Assessor Guide: Also check if guidelines for evaluators are sufficient and if clear standards for each evaluation item are provided. Clear standards are crucial for reliable evaluation results.
- Supplementary Resources: These may include evaluation checklists, evaluation registers, and templates designed separately from the student workbook and assessor guide. Validate these to ensure they fit the assessment task and comply with subject requirements.

Assessment Validation Panel

Standard 1.11 specifies the requirements for validation panel members. It states assessment validation can be performed by one or more people. However, RTOs usually require all trainers and assessors to participate, sometimes including field experts.

Collectively, your validation panel must get more info have:

Important Factors in Assessment Validation

Pay attention to the verbs in the unit criteria and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance criteria asks students to:

- Change nappies
- Prepare bottles, bottle feed babies and clean equipment
- Feed babies with solid food
- Respond to baby signs and cues properly
- Get babies ready for sleep and settle them
- Supervise and support age-appropriate physical activities and motor development

Typical Mistakes

Asking students to describe the nappy-changing process for babies under 12 months old does not meet the unit requirement. Unless the unit requirement is meant to evaluate underlying knowledge (i.e., knowledge evidence), students should be doing the tasks.

Be Careful with Plurals!

Pay attention to the frequency. In our example, one of the unit requirements of CHCECE032 Baby and Toddler Care calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby won’t cut it.

Full Competence or Not Competent

Pay attention to enumerated tasks. As mentioned earlier, if students perform only half the tasks listed, it’s not compliant. Each evaluation task must cover all specifications, or the student is not yet competent, and the evaluation tool is not compliant.

Provide Specific Details

Each assessment task must have clear and specific reference answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your instructions do not mislead students or evaluators.

Double-Barrelled Questions: Avoid Them

Avoiding double-barrelled questions makes it easier for students to respond and for trainers to accurately assess student competence.

Assurance During Audits

Considering these requirements, you might wonder, “Don't resource developers provide audit guarantees?” However, with these assurances, you must wait until an audit to address noncompliance. This impacts your compliance record, so it's better to take a proactive and compliant approach.
